This circular memorandum is to announce the details of the Enhanced Speech Therapy Grant (ESTG) for government and aided primary schools in the 2011/12 school year.

質素保證
Quality Assurance
學校應確保每名語障學生均獲得適時、適切及以課程為本的言語治療服務,並讓家長知悉該項服務及其子女的治療進度。
言語治療師須為語障學生備存完整的學生名冊、詳盡的評估報告及治療記錄,並妥善存檔。
學校須在每年的十二月向教育局提交全年計劃,並於翌年八月提交年終報告。
Schools should ensure that timely, appropriate and curriculum-based speech therapy service is provided for each SLI student. They should also ensure that parents are well informed of the service provided and the progress of their children.
The speech therapists (STs) are required to keep a register, detailed descriptive assessment reports and clinical notes properly for the SLI students at school.
A year plan and a year-end report should be submitted to EDB in December and August every school year respectively.

 

學校遞交資料
Information Submission by school
合資格獲發放2011/12年度「加強言語治療津貼」的學校須透過特殊教育資訊管理系統於二零一一年四月十九日(星期二)或之前遞交校內語障學生的資料。
Schools that are eligible for the provision of ESTG of the 2011/12 school year are required to submit information of the SLI students enrolled through the Special Education Management Information System (SEMIS) on or before 19 April 2011 (Tuesday).

 

津貼的發放及財務/會計安排

教育局通函第41/2011號 加強言語治療津貼
及早識別和適時輔導有言語障礙(語障)的學生有助提升他們的言語能力,使他們能在課堂內更有效地學習。
為此,由2009/10學年開始,教育局以經常性津貼模式向開辦6班或以上,並取錄有語障學生的官立及資助小學發放「加強言語治療津貼」,讓學校能更有效地支援語障學生,發展他們的學習、溝通和讀寫能力。
開辦5班或以下並有取錄語障學生的學校,則繼續由教育局提供支援服務。

附錄一 校本言語治療服務的範圍

附錄二 2011/12學年「加強言語治療津貼」學校群成員資料 (請在二零一一年四月十九日或之前交回)
教育局鼓勵學校組成學校群,聯合聘請駐校言語治療師。
經驗顯示聯校聘請言語治療師能增加言語治療師的駐校服務時間,從而提供更頻密、更多元化的言語治療服務。
為了鼓勵及促進合資格的學校組成學校群聯合聘請駐校言語治療師,學校群如能成功聘用駐校言語治療師,每所學校可獲發的「額外津貼」將會獲增加一倍,而上限則維持不變。

Education Bureau Circular Memorandum No. 41/2011 Enhanced Speech Therapy Grant
Early identification of speech and language impairment and timely intervention help students acquire speech and language skills necessary for effective classroom learning.
As such, starting from the 2009/10 school year, the ESTG is provided as a recurrent grant to government and aided primary schools operating six classes or more with speech and language impaired (SLI) students enrolled. The purpose of the provision is to enhance the school-based speech therapy service for SLI students to better support them in learning, communication, and literacy development.
Schools operating five classes or less with SLI students enrolled will continue to receive support from the Education Bureau.

Appendix I  Scope of School-based Speech Therapy Service

Appendix II  Enhanced Speech Therapy Grant (2011/12 school year) Information of School Cluster (To be returned on or before 19 April 2011)
Schools are encouraged to form school clusters for employment of speech therapists on a sharing basis.
Experience shows that this will increase the time speech therapists (STs) station at school, and thus the speech therapy service can become more frequent and diverse. To encourage and facilitate eligible schools to form school clusters to employ school-based STs on a sharing basis, the top-up grant of each school of the clusters that have successfully employed school-based STs will be doubled, with the cap of the top-up grant remained unchanged.

子女有言語障礙怎麼辦 二零零七年
總括來說,家長在協助子女改善言語問題時,應體諒他們在學習過程中所遇到的困難,要耐心地指導,不斷地鼓勵,為他們提供良好的說話榜樣,並培養子女建立正確的說話習慣。

In conclusion, in order to help children acquire and develop better communication skills, parents should try to understand the difficulties their children face, encourage them whenever necessary and be a good role model.
Children could then develop good speaking habits gradually.
